Service Leaver Claiming ELC
This page contains guidance notes for claimants who are no longer in Service. Please ensure you read this document before submitting a claim to your Single Service Representative. Once eligible to claim you may submit a claim up to five years after you leave the service. Please note for service leavers who left the forces on or before the 31st March 2016, please read JSP 822 for the expiration date of your claims. You can only make one claim per financial year (1st April to 31st March), however if you have served between 6 and 8 years you may be eligible to aggregate all three claims together subject to meeting the qualifying criteria outlined in JSP 822. If you are claiming in the last year of scheme eligibility, study must commence before scheme expiry date. Personnel who are still in Service, and/or in their resettlement phase, should refer to their Education Staff and the guidance on the Serving Personnel Claiming ELC page of the website.
As a Service Leaver you may be eligible to claim under the Joint Funding Initiative (PF FE/HE Scheme). For full details and to check the eligibility rules, please view the Service Leaver /Claiming Publicly Funded FE/HE page.
Procedure for Claimants No Longer in Service
Please note that the following information must be submitted with your claim by either post/electronic (Member's Area) to your Single Service Representative (address details below) a minimum of 25 working days prior to your course start date/registration date:
Fully completed claim form
Evidence of your last day of Service which can be one of the following:- copy of your discharge document, copy of P45 terminating employment, document stamped by regiment confirming leaving date (see notes below).
A copy of a utility bill showing your home address.
Full information about the course that you wish to undertake and include details of your registration date where applicable.
Completion and submission of course evaluation form for all previous ELC funded courses via the Member's Area.
RAF Personnel can request proof of service from the RAF Disclosures team by completing the DPA SAR form at https://www.gov.uk/government/publications/mod-subject-access-request-form . ID documents must accompany the completed form. But contact the Single Service Representative below Michael.Quainton100@mod.gov.uk before applying.
Army Personnel can request details of discharge dates from the JPAC Enquiry Centre – phone number 0800 085 3600.
Remember! If you are submitting your second or third claim you must complete your previous claim evaluation form.
