A significant review of learning provision in respect of the ELC scheme recently concluded. Scheme provider membership is currently at its maximum ceiling and the MoD considers there is adequate provision across a broad spectrum of academic and vocational subjects. As such, no further expressions of interest from provider organisations are being considered at this time.
   
The only definitive list of Learning Providers is available from this website, you must double check that your chosen Provider is listed. All claim forms received by ELCAS for any provider not fully approved, at the time of receipt of the claim, will be returned to the authorising MoD Education Officer.
 
Learning Providers please note that Invoices must be received by ELCAS on or after the course start date and within nine months of the course start date.
 
Before making a second or third claim you must return a Claim Evaluation Form to ELCAS and supply proof of completion to your Education Staff for all previous learning activities. MOD and ELCAS rely on accurate completion of evaluation forms to help us assess Learning Provider performance. Please help your fellow claimants to access the best possible learning provision by providing timely and accurate evaluation feedback. Continuous postal disruption is forecast because of a number of 48 hour postal strikes planned across the UK. This will mean paperwork such as claims, applications and evaluation forms take longer to reach ELCAS. Additionally, the backlog in the system may mean that it takes ELCAS a little longer than usual to process paperwork and return correspondence. Please be patient we will work through paperwork in the order of receipt and ELCAS are happy to receive very urgent paperwork from Education Centres via fax or scanned and sent by email if necessary.
 
MESSAGE TO ALL PROSPECTIVE CLAIMANTS: Please be aware that the ELC portion of funding will be paid directly to the Learning Provider. Scheme rules prevent claimants from paying the Learning Provider the ELC portion of payment up front. Under no circumstances should Learning Providers request the ELC portion of funding to be paid directly by the claimant.
